While ingame press ` or tilde to activate the console and enter the following:

cheat money = Gives you $5000000
cheat points = Gives you 100 points
cheat all = Gives you the same as the two above with one command line
cheat quest # = Gives access to all 31 quests (# = from 1 to 31)
